International College was formally established in 2004, which mainly undertakes the enrollment, education and management of all kinds of international students coming to China. Overseas students come from more than 80 countries and regions, and have set up six English-taught majors in civil engineering, architecture, machinery, electricity, computer and business administration. The training types of students involve undergraduates, postgraduates, doctoral students, language students and exchange students.

In 2012, the school was approved by the Ministry of Education as an institution that accepts Chinese government scholarships to study abroad; In 2014, the school was awarded the "Doctoral Scholarship Qualification for Foreign Students of Liaoning Provincial Government". The school has successively won scholarships from the Ministry of Education for postgraduate students, border provinces, supporting local scholarships, national scholarships, special scholarships for credit students from Central and Eastern Europe, special scholarships for students from China-US humanities exchange, special scholarships for credit students from Central Europe, scholarships for foreign students from the Silk Road, China-ASEAN scholarships, China-EU scholarships and leaders' commitment program scholarships. In 2016, the school passed the evaluation of Confucius Institute Headquarters/Hanban and became the HSK test center. International colleges pay attention to the all-round development of international students in China, carry out colorful campus cultural activities, carry forward Chinese culture, and constantly cultivate students' feelings of "loving, knowing and loving China".
